In his masterful style, Jefferson starts with the premise that the earth belongs to the living, then reasons to the fact that those who have passed on have no right to leave the living with their debt. On actuarial grounds he then concludes that ALL public debt must be paid within 19 years based upon the principle that the earth belongs to the living.
The Founders would be ill if they saw the "social safety net".

This is the crux of the problem in our modern world of 'politicians' rather than honor-filled, duty-bound 'citizen-statesmen'.
