Multiple federal investigations are probing the $2 billion Obamacare co-op loan program at the U.S. Department of Health and Human Services,The Washington Examiner has learned.

Investigators from two separate offices within HHS's Office of Inspector General are looking closely at the co-op program being fast-tracked under the Patient Protection and Affordable Care Act, aka Obamacare.

The Obamacare co-op program is also the focus of examinations by the House Energy and Commerce and Oversight and Government Reform committees headed, respectively, by Rep. Fred Upton, R-MI, and Rep. Darrell Issa, R-CA.

Twenty-four newly established Obamacare co-ops in 25 states hope to begin selling health insurance coverage to the public October 1 in competition with private sector firms.

President Obama’s healthcare law is under attack in the courts even as the administration sprints toward full implementation.

Despite surviving a stiff challenge at the Supreme Court last year, some of the law’s biggest provisions remain at risk from legal challenges.

One set of lawsuits accuses the Internal Revenue Service of illegally implementing new subsidies to help people buy insurance. Separately, more than 60 lawsuits have been filed challenging the law’s mandate for health plans to cover birth control.

A loss for the administration on the contraception mandate would undermine a key selling point for the law that Democrats used to court women in the 2012 elections.

HOUSE GOP RENEW EFFORT TO GUT OBAMA'S HEALTHCARE SLUSH FUND

House Majority Leader Eric Cantor (R-Va.) told his GOP colleagues in a Friday memo that leaders will try again in June to pass a bill that would gut what they call a multi-billion dollar “slush fund” in ObamaCare.

Republican leaders tried in April to kill the Prevention and Public Health fund, as part of a bill that also sought to boost funding for a Pre-existing Conditions Insurance Plan (PCIP).

But rank-and-file Republicans rebelled against boosting the PCIP, which was also part of ObamaCare, and instead clamored for a vote on the full repeal of ObamaCare.

GOP leaders granted this wish in May, allowing the House to pass a full repeal of the law. But they said they would try again on the slush fund, and Cantor said they have now reworked the bill.

According to Cantor, the Helping Sick Americans Now Act, H.R. 1549, has been retooled so that it will still repeal the slush fund, but will not boost funding for the PCIP.

Instead, the bill will fund state-based high-risk pools, something Cantor called the “conservative policy answer to helping Americans with pre-existing conditions.”
