Oh yes they can. Read the 10th Amendment. Maybe you meant to say that NO GOVERNMENT, state or Federal, can pass UNCONSTITUTIONAL laws. The Constitution of the United States defines precisely the restrictions on Federal authority, it is not the "Law of the Federal government." State soveriegnty and ultimately that of the People is the essence of the Constitution.
However, you are absolutely correct, Rosemary, this attempt by San Diego County "officials" to ban the FREE exercise of religion is unconstitutional. In perspective it is just one more attempt, in a long, long list of current attempts by secular humanists to destroy the Constitution of the United States.
May I recommend you read Gary North's book, "Backward Christian Soldiers", published in 1984 and more relevant today than it was then. The message is refreshing, inspiring, and filled with promise. We must never forget that this nation was not founded by Republicans, Democrats, Libertarians, or any other "political party"; this nation was founded by Christians. It has been taken over by secular humanists.

Looks like the county is backing off some now that people from all over the world have complained about the treatment of the couple. Now they are trying to make it about parking violations - any way to get people from discontinuing those dangerous Bible studies! My husband is a pastor, and when we were first married, we had youth group at our home once a week - between 25 and 40 kids. Our college and career group meetings in our home were anywhere from 20-80 people a week. Nobody in the hood seemed to mind - we weren't outside bugging people. What is going on is certainly troubling.
Are we paying attention? Prophecy is being fulfilled in our time and far too many "Christians" are in denial. Our Pentagon and by inference The White House, burns bibles in Afghanistan, the city of San Diego bans home bible study, praying in the name of Jesus is now actionable, pastors will soon be restricted from preaching biblical truths in the state of California: The full blown assault on the people of God has begun. Prepare for the worst, pray for the best and make our voices heard until they come for us, and they will come for us. May Ha Shem give us strength and wisdom in these dark days.
