This and the CLEAR Act are both driven by Agenda 21, the CLEAR Act also "ratifies" the Law of the Sea Treaty in a devious back door "soft law" sort of way. This stuff is very devious and its slipping past most people. Santa Cruz CA is a UN Agenda 21 "Test City". They've already started building 3000 14 Story "whack 'em and stack 'em" "sustainable" housing units along rail lines there. The goal of these green communists is to have very small "smart growth" zones, (black dots on this map) where human beings would be allowed to live, where jobs would be assigned, and where children would be "cared for" by the state. Red zones on the map indicate vast areas where no humans would be allowed to live and where no resource development would occur. Yellow zones are "transitional" zones.

There’s also H.R. 5101, the Wildlife Corridors Conservation Act of 2010 that’s been assigned to the House Natural Resources Committee. The Baja to Bering Initiative (B2B) provides a marine counterpart to the terrestrial wildlife corridors for the Pacific Coast. That one is being pushed by the Marine Conservation Biology Institute (www.mcbi.org) and others.

The Treasured Landscapes Initiative (TLI) is where we find the potential National Monument designations.

All of this is significantly more comprehensive than Anne notes, and it is already in implementation stages in various federal agencies. Grants are used to get states, counties and municipalities into the picture.

We certainly live in interesting times.
