U.S. Sovereignty: the United Nations Global Design
The average American doesn’t realize that there are three forms of sovereign
governments that operate inside the United States; 1) the US Constitutional
government that includes State and Local governments, 2) American Indian Tribal
sovereignty recognized by the US Federal Government, 3) and the United Nations,
which is granted full sovereignty as a foreign nation within the US.
History of the UN
Shortly after the end of armed conflict in November of 1918, the Treaty of
Versailles officially ended World War I on June 28, 1919. Provisions included in
the treaty required that Germany take full responsibility for causing the war,
disarm, and pay reparations through monetary and territorial concessions to the
Allied forces. During the peace conference, Woodrow Wilson proposed the
establishment of an international governmental body, the League of Nations. “A
general association of nations must be formed under specific covenants for the
purpose of affording mutual guarantees of political independence and territorial
integrity to great and small states alike (Wilson 1919, Paris).” The US Congress
failed to realize Wilson’s goal and refused to ratify the Treaty of Versailles
based on a strong Constitutional position of national sovereignty and
unilateralism. Perhaps US Senators heeded the warning given by President George
Washington that the United States should “steer clear of permanent alliances
with any portion of the foreign world.” The US never joined the League of
Nations.
Ever since the formation of the League of Nations in 1919, speculation about a
One World government take-over was rife in the US. This take over was to be
orchestrated on three levels: reinventing government, environmental sustainable
development, and economic globalization. The League of Nations became vastly
unpopular when the Council on Foreign Relations (CFR) was founded under the will
and trust of the deceased Britsh tycoon Cecil Rhodes, the same fortune that
founded the League of Nations. Cecil Rhodes died in 1902, in his will he left
instructions for his trust to be used to fund government and corporate
partnerships to bring the US under British rule. The Rhodes Scholarship fund was
established soon after his death and during its first 75 years it was strictly
limited to anglo male citizens from British Colonies, Germany and the US.
The exact words in the will of Cecil Rhodes are as follows:
To and for the establishment, promotion and development of a Secret Society, the
true aim and object whereof shall be for the extension of British rule
throughout the world, the perfecting of a system of emigration from the United
Kingdom, and of colonisation by British subjects of all lands where the means of
livelihood are attainable by energy, labour and enterprise, and especially the
occupation by British settlers of the entire Continent of Africa, the Holy Land,
the Valley of the Euphrates, the Islands of Cyprus and Candia, the whole of
South America, the Islands of the Pacific not heretofore possessed by Great
Britain, the whole of the Malay Archipelago, the seaboard of China and Japan,
the ultimate recovery of the United States of America as an integral part of the
British Empire, the inauguration of a system of Colonial representation in the
Imperial Parliament which may tend to weld together the disjointed members of
the Empire and, finally, the foundation of so great a Power as to render wars
impossible, and promote the best interests of humanity.
The CFR is a US foreign policy think tank that was founded in 1921 and is
comprised of the social elite, global corporation executives, and has had at
least 5 US presidents as members (Gerald Ford, Jimmy Carter, George HW Bush,
William Clinton [Rhodes Scholar], George W Bush and D*** Cheney, also John Kerry
& John Edwards). Since its inception, the CFR’s corporate members have funded
the foundation of the Nature Conservancy, National Wildlife Federation, Green
Peace, Sierra Club and many other environmental agencies. All of these
organizations are currently donating Non-Governmental Organization (NGO) members
of the United Nations. The CFR has also developed the foreign policy for
international commerce trade agreements such as GATT (aka World Trade
Organization) and NAFTA organized under the UN’s World Bank and International
Monetary Fund. In 1973, CFR members David Rockefeller, Jimmy Carter and Zbignew
Brzezinski founded the Trilateral Commission, which is an international
conglomeration of corporations and politicians who design to project their
members into high political office within their respective countries. Former
Trilateral members Jimmy Carter, George HW Bush and Bill Clinton resigned from
the group before taking the oath of office as President of the US. The League of
Nations and the CFR were both extensions of British rule operating within the US
and abroad. As a result, due to the extreme opposition to the League of Nations,
it was terminated in 1942.
Franklin D. Roosevelt (COMMIE) and Winston Churchill first issued a Declaration
by the
United Nations in January of 1942, which committed the 26 governments of the
“United Nations Fighting Forces” to the provisions of the Atlantic Charter.
After the conclusion of WWII in April of 1945, the allied governments officially
indoctrinated the United Nations Organization into the global frontier by
signing the UN Charter. The US Senate ratified the UN Charter in June of 1945.
It states that the mission of the UN is to end war through diplomacy, guarantee
global human rights and facilitate international economic development.
The United Nations Educational Scientific and Cultural Organization (UNESCO) was
created in 1945 and Julian Huxley was its first director general. Huxley then
created the World Conservation Union (IUCN) three years later and also wrote
“UNESCO: Its purpose and philosophy (1948).” In his book Huxley states, “since
the world today is in process of becoming one, and since a major aim of UNESCO
must be to help in the speedy and satisfactory realization of this process…
UNESCO must pay special attention to international education – to education as a
function of a world society.” Huxley continued by stating, “Conclusion: …The
task before UNESCO… is to help the emergence of a single world culture…” His
vision is a world without borders, without sovereignty, one language, one
religion and one culture.
Before and after he was director general of UNESCO, Huxley was the president of
the Eugenics Society and a member of the Euthanasia Society. The eugenics
movement operates on the premise that most humans are substandard and through
artificial insemination and forced sterilization, a better society and citizen
can be achieved. Julian’s grandfather, Thomas Huxley, was one of Charles
Darwin’s largest proponents “On the Origin of Species by Means of Natural
Selection or The Preservation of Favored Races in the Struggle for Life (Darwin
1859).” In England 1837, Darwin promoted the “Poor Law Policy” reforms, which
were aimed at preventing poor people from breeding. Darwin himself studied
eugenics extensively and experimented with breeding dogs for genetic
superiority, he also married his cousin with whom he had ten children. Following
the death of his wife, Darwin married his mothers younger sister.
The UN Takeover
The UN Fund for Population Activities was started in 1969 and promotes the idea
that increased welfare entitlement programs along with socialized health care
reduces fertility. The UNFPA has partnered with China’s one-child policy, which
includes forced abortion and sterilization to reduce infant mortality rates.
During a 2004 UNFPA meeting on population control, the Executive Director
pledged to fight religious resistance to abortion and to guarantee young people
the right to ‘reproductive health services’ (abortion). The US was the largest
financial contributor to UNFPA during the 1970’s and 80’s.
In a little known Senate vote during the first session of the 91st Congress in
1970, the Privileges and Immunities of the United Nations, Executive J, was
passed without one dissenting vote. Executive J gives the UN full diplomatic
immunity as a sovereign government within the US. Ever since Executive J was
passed in 1970, the UN has been mounting an all out takeover of National Parks
and private property as this legislation came to a spearhead through multiple
conventions and programs. The 1972 Convention Concerning the Protection of the
World Cultural and Natural Heritage ( Article 8 ) established the World Heritage
and Biosphere Reserve Program (MAB) and legislated UNESCO as the governing body
over all World Heritage sites. The World Conservation Union (IUCN) is the
legislative and economic governing body of UNESCO and the World Heritage
Program.
Environmental protection operates on progressive levels; 1) State Park, 2)
National Park, 3) National Monument, 4) World Heritage Site and 5) Program on
Man and Biosphere Reserve (MAB). The first three are maintained and operated by
the state or federal government of the US. World Heritage Sites and Biosphere
Reserves (MAB) are two separate designations that fall under the jurisdiction of
the UNESCO. World Heritage sites are sections of land set aside as outstanding
universal value for natural or cultural importance that contribute to the
heritage of the world. The Program on Man and Biosphere (MAB) reserves must
represent a combination of natural, biological and cultural ecosystems that are
set aside as transnational boundaries for limited or no human use. The US has 48
Biosphere Reserves and 22 World Heritage Sites. Some of these sites include
Yellowstone, Yosemite, the Grand Canyon, Independence Hall, the Statue of
Liberty and many others.
The 1992 Framework Convention on Climate Change had nothing to do with climate
and everything to do with the US handing over control of World Heritage sites to
the UN. Four years later in 1996, Clinton signed Executive Order 12986 which
grants the IUCN full amnesty and sovereignty as a foreign nation. This, in
effect, gave the UN full control of all 70 World Heritage and Biosphere sites,
which comprise over 70 million acres or 110,000 square miles of land (about the
size of Nevada). These sites are no longer on sovereign US soil. Over 68 percent
of the land in US National Parks, preserves and monuments have been designated
as UN World Heritage Sites or Biosphere Reserves.
UNESCO is an organization of about 191 Nation Member States and over 30,000
Associate Members; Governments, Private Institutions, Corporations or
Non-Governmental-Organizations are the types of entities that may become
members. A 1995 UN report on global governance estimated that there are nearly
29,000 international NGOs. NGO’s compose of over 70% of the total funding for
UNESCO. President Bush decided to rejoin the group in September 2002. President
Reagan abandoned the UN organization in 1984, calling it grievously corrupt. The
US government contributes about $80 million annually to UNESCO. As of 2005,
there were 812 World Heritage Biosphere properties around the world under UNESCO
control, and 628 of these sites have been set aside for cultural designations.
The World Heritage Program is a massive land grab, it transfers federal and
private property to control under the IUCN. Under Executive Orders, the
IUCN/UNESCO is granted full immunity from US law. This means that when you stand
on a World Heritage Site in the US, you’re technically not on US federal
property, nor are you on private property; you are actually standing on UN Land.
One of the greatest testaments to US national cultural heritage and sovereignty
is Independence Hall, where the Declaration of Independence and Constitution
were signed. IUCN control of this site represents a direct assault on US
cultural heritage and national sovereignty.
The IUCN has over 1,000 members, of which over 70% are private organizations
and/or corporations known as NGO’s. The phrase ‘non-governmental-organization’
was first used in the United Nations Charter of 1945 under Chapter 10, Article
71. NGOs were given Committee Status with the UN under the Economic and Social
Council (ECOSOC) in 1946. The definition of NGO’ is “any international
organization that is not founded by an international treaty,” which may be, but
is not limited to, global corporations or non-profits such as the Nature
Conservancy, Green Peace, Sierra Club ect… all of which were founded under the
CFR.
The vital role of NGOs and other “major groups” in sustainable development was
recognized in Chapter 27 of Agenda 21, effectively stating that the United
Nations and non-governmental organizations should be pressured by their
respective local governments to implement the protocols of Agenda 21 and also
promote the agenda to its constituent members, or the public. In other words,
corporations and non-profits need to promote the UN agenda to their members.
Global Good Cop Bad Cop
Agenda 21, “UN Conference on Environment and Development,” (June ’92, reaffirmed
Sep. ’02) basically says people are Cultural Resources and may lose control over
their sovereign land under Article 9 of the 1970 UNESCO Convention. The 2003
“Convention for the Safeguarding of the Intangible Cultural Heritage”
(implemented in 2006) says that UNSECO owns the present, future, borders,
language, thoughts and it refers to human beings as “Treasure.” It also says
that future non-existent children are cultural heritage and may be taken over by
foreign governments under Article 9 of the 1970 UNESCO Convention. Organizations
such as the Archaeology Institute of America, the Society for American
Archaeology, the American Cultural Resource Association and the Urban Land
Institute, which should stop this global feudalism, are really supporting it by
enacting their duties under Chapter 27 of Agenda 21.
In 2003 we saw Agenda 21 in action during the Iraq war. Every major
archaeological and cultural NGO in the US lobbied Congress and petitioned the
public to move forward with HR 2009, the US plan for the forced control of
Iraq’s cultural heritage. They cited the massive archaeological looting that
took place during (and under the protection of) the US lead invasion of Iraq.
Bush signed HR 2009 and the UN played into his hand by authorizing the United
Nations Security Council Resolution 1483. These laws give the US control over
Iraq’s cultural heritage under Article 9 of the 1970 UNESCO Convention. The US
has the authority to confiscate any land or property it deems necessary to
protect Iraq’s cultural heritage. It’s a UN sanctioned land grab and if it can
happen in Iraq, it can happen in the US.
On March 29, 2006, the Metropolitan Museum of Art in New York reported that it
was being forced under the 1970 UNESCO Convention to return one of the most
famous Hellenic Era artifacts ever recorded. The Euphronios krater, which has
been on display at the MET since 1972, depicts scenes from Homers’ Iliad. It
will be returned to Italy in 2008 because Italy claims it was a stolen artifact
that was sold to the MET for about $1 million. Even though the MET has legal
documents recording the purchase of the artifact from its former owner, Italy
claims ownership of the vessel under the UNESCO treaty. This is another
successful undertaking by the UN to straightjacket Cultural Heritage.
Some recent laws are aimed at dismantling national cultural heritage, thereby
creating a stage for a UN takeover of US sovereignty. Executive Order 13287, the
“Preserve America Act (March 2003),” speaks nothing of preservation and actually
calls for greater development of cultural resources as economic assets. This
legislation integrates UN policies with all State and Federal National Parks,
local level city planning and encourages private-public partnerships between
government and corporations to create environmental sustainable development. The
Preserve America Act also requires an itemized list of all resources available
within US Parks. This was a plan mandated through the UNESCO “Convention for the
Safeguarding of the Intangible Heritage” as well as Agenda 21. Why is the UN
dictating US Executive Orders? Once the inventories were completed in 2005,
California Congressman Richard Pomobo proposed his legislation for the sale of
US National Park land to foreign countries for subsequent logging and resource
procurement.
Restoring America
Congressman Ron Paul has been one of the only politicians in Washington to
attempt to reverse these Executive Orders by introducing the American Land
Sovereignty Protection Act (HR 883) in 1999 and 2001; but it never passed. Paul
has always maintained the position that the United States is the best proprietor
of its own lands. The bill would restore the Constitutional role of Congress in
managing lands belonging to the United States. Under Article IV, section 3 of
the US Constitution, the power to make all needful rules and regulations
governing lands belonging to the United States is vested in Congress. The UNESCO
World Heritage Program is not authorized by Congress and has no legislative
authority to set policy. By honoring the UN agreements and Presidential
Executive Orders, the Federal government has forfeited their sovereignty to a
global entity that is designed to control government, environment and economy.
The UN has thousands of sub-organizations, under various acronyms, that run
their prodigious undertakings in the US and throughout the world. The fact that
three or four organizations will run one project can become confusing, and it’s
designed to be confusing. The UN’s operations are far from transparent; its
Secretary-General (president) is appointed by the UN Security Council in secret
committee and is not elected by the General Assembly member states. US
ambassadors to the General Assembly and the Security Council are appointed by
the US president and not elected into office. The United Nations governmental
sovereignty that is authorized through Congressional legislation, Executive J,
does not abide by any electoral practices set forth in the US Constitution. The
US citizenry has absolutely no democratic authority to campaign for or against
officials of a sovereign nation operating within their own borders. The UN’s
undertakings in no way represent the structure of a Constitutional Republic.
